RJA Construction is celebrating President Billy Rousseau’s recognition as a finalist in D CEO’s inaugural 2026 Leadership Excellence Awards as the company looks ahead to the program’s upcoming awards ceremony on September 16. Rousseau, who was announced among this year’s finalists in June, will join other distinguished North Texas business leaders at the event, where all finalists will be recognized, and the 2026 winners will be revealed.
Presented by D CEO, the business publication of D Magazine Partners, the Leadership Excellence Awards were created to recognize North Texas executives who combine strong business performance with purposeful leadership. The program honors leaders distinguished by intentional leadership, inclusive workplace cultures, ethical decision-making, and a commitment to creating long-term impact.
More than 400 nominations were submitted for the inaugural awards program, highlighting the depth of leadership represented across the North Texas business community. Following the selection process, Rousseau was named a finalist for Emerging Company Leader of the Year, a category recognizing executives leading organizations with fewer than 50 employees. For RJA Construction, Rousseau’s selection reflects more than an individual accomplishment. It recognizes a leadership approach that has helped guide the Dallas-based construction firm since its founding in 2010 and continues to influence how the company approaches its clients, projects, team members, and industry relationships.
A Dallas native, Rousseau attended Bishop Lynch High School before graduating from Texas Tech University. He has spent more than 21 years working in residential construction and renovation, building experience across projects ranging from ground-up new construction to additions and large-scale renovations.
Rousseau began his construction career in Angel Fire, New Mexico, where he worked for two of the area’s premier homebuilders. During that time, he gained experience with specialized building techniques and systems, including timber frame construction, insulating concrete forms, and radiant floor heating. After returning to Dallas, Rousseau worked for a notable area homebuilder before RJA Construction was founded in 2010.
Today, he applies that extensive construction knowledge to the leadership of RJA Construction, where his daily goals remain centered on exceeding clients’ expectations and producing the highest quality work possible. Rousseau carries the Lead Renovator Certification, and RJA Construction is also certified by the Environmental Protection Agency as a lead-safe certified firm.
Under Rousseau’s leadership, RJA Construction has continued to build its reputation through custom residential construction, renovations, additions, and preservation-focused projects throughout the Dallas area. The company works collaboratively with homeowners, architects, designers, and trade partners to deliver projects defined by careful planning, craftsmanship, communication, and attention to detail.
